A capacity-building approach to development is about much more than training. It is a process that enables organisations and individuals to continually reflect and adapt in response to change and learning. It means encouraging participatory policy making within organisations and promoting constant dialogue between staff and departments. It means building enabling structures, encouraging initiative, experimentation and self-development. Organisational culture should be one of learning and this should strengthen any organisation's ability to survive, become self-sustaining and fulfil its purpose. Capacity building is a means - of improving skills; a process - of learning and reflection; and an end - of ensuring goals are reached.
